Sharky's Mustard Sauce

1 tablespoon paprika
1 tablespoon ground black pepper
1 tablespoon salt
1 teaspoon garlic powder
1 cup prepared yellow mustard
1 cup packed brown sugar
1/2 cup white vinegar
